Loan Restructuring Requests: A Fair, Documented Review From Ask to Decision

Assess loan restructuring requests consistently, with clear eligibility checks, documented reasoning and borrower communication at every stage.

In short
Restructuring requests arrive informally and are decided inconsistently, which creates both credit and conduct risk.
Use a standard intake, eligibility check, cash flow review and approval matrix.
Record reasons for every decision and monitor restructured loans closely after approval.
The problem

This is for credit, collections and risk heads at NBFCs and lenders who receive requests from borrowers in financial difficulty asking to reschedule EMIs, extend tenure or pause payments. Ad hoc decisions lead to similar borrowers being treated differently, weak documentation for auditors and restructured loans that fail again soon after. This post sets out a review process from first ask to decision and monitoring, with the documents, checks and approvals that keep it fair and defensible.

A small manufacturer tells the collections officer that a large customer has delayed payment and asks for a few months of reduced EMIs. The request is noted in a call log. Weeks later, someone in credit hears about it, asks for financials, and the borrower sends what they have over WhatsApp. Meanwhile the account slips further into delinquency, and the eventual decision is made without a clear record.

Another borrower in a similar situation, handled by a different branch, gets an informal promise of a moratorium that was never approved. Auditors later find restructurings without documented reasoning, asset classification questions are hard to answer, and some restructured accounts default again because nobody tracked them after the change.

Why it happens
01Restructuring requests are captured informally in call notes and messages.
02No written eligibility criteria or documentation list for requests.
03Cash flow review is skipped or done without a standard format.
04Approval authority is unclear, so promises are made without sanction.
05Restructured loans are not tagged or monitored after approval.
How to fix it
1
Capture requests through formal intake
Collections and servicing log every restructuring request with borrower, loan, reason for stress and requested change, and acknowledge it in writing. Staff are trained not to promise any outcome before approval.
2
Check eligibility against written policy
Credit policy defines eligibility, such as account status, cause of stress, previous restructurings and product rules, aligned to current regulatory directions. The credit analyst applies these criteria and records the result.
3
Review cash flows in a standard format
The credit analyst assesses current and projected cash flows using a standard template and documents why the proposed structure is repayable. Request only the documents the template needs, from a defined list.
4
Decide through an approval matrix
Risk and credit set an approval matrix by loan size and type of change. The decision note records reasons, conditions and the asset classification treatment confirmed with finance and compliance.
5
Tag and monitor restructured loans
Ops tags restructured accounts in the LMS, and collections and risk review them monthly for early warning signs. The credit head reviews performance of restructured loans each quarter to refine policy.
Worked example
An MSME lender formalises hardship requests

An MSME lender in Coimbatore found that restructuring requests were being handled through informal conversations, and auditors raised concerns about undocumented changes and inconsistent treatment. The credit head introduced a formal intake form, written eligibility criteria, a cash flow template and an approval matrix by loan size. Collections staff were trained to acknowledge requests without promising outcomes. Every decision now carries a note with reasons and classification treatment, and restructured accounts are tagged in the LMS with a monthly review. Similar borrowers began receiving similar outcomes, audit queries became simpler to answer, and the team spotted re-stressed accounts earlier.

Common mistakes
×
Letting field staff promise relief
Informal promises create conduct risk and disputes when approval differs. Train staff to log and acknowledge requests only, and route every decision through the approval matrix.
×
Deciding without a cash flow view
A restructure that the borrower cannot meet only delays default. Use a standard cash flow template and document why the new schedule is repayable.
×
Forgetting accounts after restructuring
Restructured loans carry higher risk of re-default. Tag them in the LMS and review them monthly so early signs get attention.
Where an AI agent helps
Input
Restructuring request, loan history, borrower documents and policy criteria
Agent does
Logs intake, checks eligibility, prepares the cash flow summary and drafts the decision note
Human gate
Approver per the matrix signs off the decision, terms and classification treatment
Outcome
Decision note, borrower letter and a tagged loan for monthly monitoring
Checklist
Log every restructuring request through formal intake
Write eligibility criteria aligned to current directions
Use one cash flow template for every assessment
Publish an approval matrix by loan size and change type
Record reasons and classification in every decision note
Tag restructured loans and review them monthly
What to measure
Time from request to decision
Requests decided outside the approval matrix
Re-default rate on restructured loans
Decisions with complete documentation
Questions
Does restructuring affect a loan's asset classification?

It can, depending on current regulatory directions, the type of change and the borrower's status. Confirm the treatment with your finance and compliance teams for each case and record it in the decision note.

What documents should a borrower provide for restructuring?

Keep a defined list by borrower type, such as recent bank statements, a short note on the cause of stress, and financials or GST returns for businesses. Ask only for what your cash flow template needs.

Can collections staff approve a short payment holiday?

Only if your approval matrix gives them that authority for defined cases. Otherwise they should log and acknowledge the request and route it for decision, avoiding informal promises.

How should we communicate a rejected restructuring request?

In writing, with the main reason, any alternative options you can offer, and how the borrower can raise a grievance. Keep the tone respectful and follow your fair practices code.
